FRATEL FILMS (ex TOUPIE FILMS et anciennement REGINA FILMS) est une société de production et de distribution cinématographique française fondée en 1988 par Nelson PEREIRA DOS SANTOS et Gilberto AZEVADO.
Cette société de production fiction et documentaire a créé pendant dix ans un lien entre la France et l'Amérique Latine, afin de valoriser la production de projets en collaboration avec des réalisateurs, des artistes et des producteurs du Brésil, d'Argentine et de France.
Depuis 2002, TOUPIE FILMS s'est associée avec VISTA SUR FILMS (Espagne) autour du travail de l'auteur-réalisateur Pablo AGUERO sur le développement et la coproduction de trois films.En 2004, la rencontre avec le musée du Louvre et Antoine SÉGOVIA, directeur éditorial, a engagé TOUPIE FILMS dans le développement d'une collection de trois long-métrages intitulée « Le Louvre s'offre aux cinéastes ».
En 2009, la société est acquise par Rashed M'DINI.
En 2016 la société deviens Fratel Films ( distribution en plus )
Sébastien Maggiani ( associé ) rentre dans l'équipe production
En 2021, Poll Pebe Pueyrredon rejoint la société dans le cadre du développement et de collaborations avec l'Amérique Latine.
ainsi que Gazanfer Biricik ( associé ) pour le développement Asie Mineure France
FRATEL FILMS est en collaboration avec le producteur Alain Depardieu.
La société souhaite développer son activité sur deux axes :- La production de courts et longs-métrages audacieux sur des thématiques de société, portés par une nouvelle génération de cinéastes.- La distribution sur le territoire français de long-métrages étrangers qui ont pour thématique la jeunesse.

In 2004, the meeting betwen Louvre museum and Antoine SÉGOVIA, editorial director, engaged TOUPIE FILMS in the development of a collection of three feature films entitled « The Louvre offers iteself to the film-makers ».In 2009, the company became FRATEL FILMS, acquiered by for producers : Rashed M'DINI.The company wishes to develop its activity on two axes :
- productipn of short and feature bold films on themes of society, supported by a new generation of film-makers.
- distribution on French territory of foreign feature films, with theme of youth.
